Department of Energy Releases 2009 SBIR and STTR Solicitation
Department of Energy has released their 2009 SBIR and STTR Solicitation.  Go to www.grants.gov , click on Apply for Grants, then click on Download a Grant Application Package and enter the Funding Opportunity Number: DE-PS02-08ER08-34
There are 66 Technical Topics in this solicitation.
The deadline for receipt of Phase I grant applications to either program is November 20, 2008, 8:00 p.m. EST

Comments

When you submitted your proposal, you should have received a series of 5 separate e-mails from DOE. Once the 5th e-mail was received, and you followed the instructions in the e-mail, you should have received a notification of receipt within 10 days of November 20th. If not, contact the Program office @ 301-903-1414.

Notification of Awards will be made mid-late April 2009.

As of today, May 4, we did not receive any notification yet on our proposals for 2009sbir-DOE solication. Is that normal ? It is supposed to be mid-late April according to the solicitation. Thanks,

We not heard anything yet on our proposal. When we submitted, I was told that we would be notified either way some time in April.

Called DOE-SBIR office, they said they are still working on it. But its solication say mid-late April.

Ditto above comments on not hearing anything so far on our submissions. BTW: How do people use the http://www.e-center.doe.gov web site after they have submitted? Other than acknowledging proposal receipt there are so many options that seem useless?

yes, the e-center just show "received", nothing else. I think they can do a better job by showing the status of the proposal.

Waiting for the DOE proposal status, so we can decide what to do with our proposal.

Since the solicitiation states "DOE anticipates notifiying applicants selected for Phase I award by mid-to-late April 2009 and making awards by mid-to late June 2009", they have some wiggle room when they use the word "anticipates" and not a hard date.

You are right. This year may be too many proposals to be processed.

Last year's selection was posted on doe-sbir's web on 04/29/08 — The FY 2008 SBIR/STTR Phase I evaluations have been completed and a listing of the selected projects is posted at:

If you Google "DOE SBIR awards" you will come to a PowerPoint presentation by the SBIR folks that says that awards will be made in May – which, of course, contradicts the original statement but is probably closer to reality. My bet is on June. Our gub'mint does not move quickly in the first place, and I think there was a large number of applications.

I think they send out the" number of applications vs number of awards statistic and unfortunately.. " letter according to the topic number in chronological order. Already received two thanks-but-no-thanks, but did receive indirectly from another DOE office of success of a third proposal. Not sure if that is the norm.

Already emailed DOE SBIR/STTR and requested for evaluator's comments on our two unselected proposals.

Anyone else received DOE's SBIR/STTR notification today ? Just wonder if all the notifications sent out by DOE today are for unselected proposals. Thanks,

If you receive or do not receive an award, be sure to get a copy of the reviewers' comments . With DOE, unsuccessful applicants may request written evaluator comments up to 30 days after the public announcement of the final
selections.

we requested for reviewer's comments yesterday immediately after receiving DOE' email notification of not being selected.

Just wondering if we made our request too early ? Do we need to do the request again upon the DOE SBIR/STTR 's final selection being officially posted on DOE's website.

Just to add to Connie's note: I went through the rejection and evaluation process in previous year through the DoD SBIR and I must say the evaluator was very clear in explaining why my proposal was not considered. Apart from a neat idea, teaming and collaboration seem to be more important tipping points in a proposal.

Just curious. Why DOE does not send out the reviewer's comments at the same time as the non-selection notification, however, some other agencies do (i.e. NSF, DOD, USDA, EPA etc) . DOE says it will take 8 weeks to receive the comments. This make us wonder if, at the very beginning, they did not at all review the proposal or just pick a few for review. Upon receipt the requests from unsuccessul applicants, they then go back and quickly evaluate it with comments such as "great idea, no team, no …., unfortuately…".

Since new to DOE SBIR/STTR, just curious about their evaluation procedures. Anybody know the answer ? Thanks,

I just receved my award letter, and it came with reviewer notes. It seems like they should send the notes with the non-selects as well. However, from previous experience, I know they don't.
